- Players first need to complete the Main mission 9: Unpaid Tab to restore the electricity and water to Carcadia.
- This will unlock the Electi side-storyline (which has two parts), kicking off the chain of events and mission for Willem. Completing the 2nd part gives access to the Carcadia Burn region.
- Then start The Council Divided (Side Mission), which pushes the narrative towards faction tensions in Carcadia
- After that, complete the A Traitor Within (Side Mission), which is a very pivotal quest that narrows your path closer to Willem’s stronghold.
- Finally, The Mole’s Gambit (Side Mission), which will give you access to the Excrucible area in Grindstone of the Worthy. This is where Leader Willem awaits.
Once these missions are complete, Willem becomes available to fight. Defeating him has a chance to reward you with the Rainbow Vomit. It might take some time, but you can get the legendary version of the weapon as well.
