The biggest distinction here is that you are paying $30 for basically looking cool and skipping levels, while there is no additional DLC, maps, or unique weapons for the Phantom Edition buyers.

If you are a die-hard Battlefield fan and you love to grind for loot and levels, then that 25 Tier Skip is wasted because you will hit that naturally and easily.
